Clal Insurance Enterprises Holdings (TASE: CLIS) is Israel's fourth-largest insurance group, operating across life insurance, non-life (property and casualty), pension funds, provident funds, and asset management. Clal's corporate history is entangled with the rise and fall of IDB Holdings — the Nochi Dankner-controlled conglomerate whose 2013–2014 collapse became the defining event of the Israeli tycoon-era unwinding.
The IDB Connection
Clal Insurance was controlled by IDB Holdings through a pyramidal corporate structure: IDB Holdings → Discount Investment Corporation → Clal Industries → Clal Insurance. This layering — typical of pre-reform Israeli business groups — allowed controlling shareholders to exercise effective control over vast institutional capital pools with minimal equity investment. The Concentration Committee reforms mandated the dismantling of these pyramids. IDB Holdings' collapse, Dankner's criminal conviction for market manipulation (2016), and the forced divestiture of Clal Insurance from the IDB orbit are among the most consequential corporate-governance events in Israeli economic history.
Post-Reform
Clal Insurance now trades with dispersed institutional ownership. The company competes for pension and provident-fund mandates alongside Harel, Phoenix, Menora Mivtachim, and Migdal — the five companies that collectively manage the majority of Israeli long-term savings.
