Arrow 3 is the Israeli exo-atmospheric interceptor that destroyed Iranian ballistic missiles in space — and then became the largest defense export in Israeli history when Germany bought it for $6.5 billion to shield Europe. Built by Israel Aerospace Industries as prime contractor, co-developed with Boeing under the US Missile Defense Agency, Arrow 3 is the top layer of Israel's multi-layer air defense architecture and the exo-atmospheric anchor of the European Sky Shield Initiative. Combat-proven in three engagements: November 2023, April 2024, and the June 2025 Twelve-Day War (86% intercept rate, ~550 missiles). No other exo-atmospheric interceptor in the world has a combat record.

The weapon that works in space
Arrow 3 destroys ballistic missiles outside the Earth's atmosphere — above 100 km — at hypersonic speed. The kill mechanism is kinetic: no explosive warhead. The interceptor rams the incoming missile at a closure speed that vaporizes both on impact.
That distinguishes Arrow 3 from every other layer in Israel's air defense stack. Iron Dome intercepts rockets inside the atmosphere. David's Sling handles medium-range threats. Arrow 2 intercepts in the upper atmosphere. Arrow 3 leaves Earth, finds the missile in space, and kills it before descent.
Conceived in the late 1980s under the US Strategic Defense Initiative. IAI prime contractor, Boeing co-production. First flight test February 2013. Operational with the IDF since 2017.
The combat record no competitor has
Arrow 3 has been used in combat three times. No other exo-atmospheric interceptor has been used once.
November 10, 2023. First operational intercept — Houthi ballistic missile from the Red Sea. Five weeks after October 7.
April 14, 2024. Iran launched 120+ missiles and drones. Arrow 3 intercepted multiple ballistic missiles exo-atmospherically. No Israeli civilians killed.
October 1, 2024. Iran's second attack: 180+ ballistic missiles. No Israeli fatalities.
June 2025 — Twelve-Day War. After Israel struck Iran's nuclear facilities June 13, Iran retaliated with 550+ ballistic missiles. Arrow 3 primary upper-tier interceptor. 86% overall intercept rate. 30 civilians killed by missiles that penetrated. Three missiles hit Haifa refineries. IAI CEO Boaz Levy stated the company upgraded Arrow between each Iranian engagement.
After the war, Israel was reported running low on Arrow interceptors. Defense Ministry ordered new large-scale procurement from IAI.
The German deal: $6.5 billion
August 29, 2022: Chancellor Scholz proposed the European Sky Shield Initiative at Charles University in Prague. Russia had launched 5,000+ missiles at Ukraine.
October 13, 2022: ESSI established — 15 countries, NATO. Three layers: IRIS-T SLM (German, short-medium), Patriot (American, long range), Arrow 3 (Israeli-American, exo-atmospheric top tier).
September 28, 2023. Arrow 3 agreement signed in Berlin. ~$3.5 billion. Largest Israeli defense export. US State Department approval required. Signed nine days before October 7. Four complete units — launchers, missiles, Super Green Pine radar, Citron Tree battle management.
December 3, 2025. First battery activated at Holzdorf Air Base, eastern Germany — first deployment outside Israel and the US.
December 17–18, 2025. Bundestag approved $3.1 billion expansion.
January 11, 2026. IAI signed follow-on contract. Total: $6.5B+.
July 2026. Second site at Kaufbeuren Air Base, Bavaria. Full coverage by 2030. Integrated into NATO command network.
European Sky Shield
ESSI: 24 member states. France absent — prefers European alternatives. Arrow 3 is the exo-atmospheric tier. Discussions with Poland, Netherlands, Finland, Greece reported.
No European exo-atmospheric interceptor exists or is projected before the 2030s. Once German batteries are networked into NATO, neighboring countries join the same architecture. The first buyer creates the standard.
Arrow 4 and the hypersonic question
Arrow 4: under development for ballistic and hypersonic threats. Prototype 2026–2027, operational 2028–2030. Rafael's Sky Sonic addresses endo-atmospheric hypersonics. Together with Iron Beam, they form the next-gen Israeli air defense stack.
The strategic position
Arrow 3 turned IAI into a globally referenced missile-defense prime. $6.5B German contract: commercial proof. Three Iranian engagements: operational proof. ESSI: institutional proof. A category of one — combat-validated, multi-billion-dollar export book, no equivalent competitor. The system that makes the IAI IPO defensible, and why the German deal — signed nine days before October 7 — is the most consequential defense contract in Israeli history.
