The vehicles they built — Yeda at Weizmann in 1959, Yissum at the Hebrew University in 1964, Ramot at Tel Aviv University in 1973, and T3 at the Technion — are wholly owned commercial subsidiaries that hold their institution's patents outright and license or spin them out. Why Israel built this first
The Bayh-Dole Act of 1980 is conventionally treated as the origin of modern university technology transfer. Israel's research universities were running the model before it existed. Yeda was established at Weizmann in 1959, Yissum at the Hebrew University in 1964, Ramot at Tel Aviv in 1973 — all predating the American statutory framework, and all built on a structural decision the Americans did not make: the university subsidiary owns the intellectual property outright rather than administering a licensing office on the researcher's behalf.
