For two decades, Shari Arison sat structurally at two of the most important nodes in the Israeli economy.

The Business Story

Arison Holdings — her investment vehicle — became the controlling shareholder of Bank Hapoalim in 1997, with a stake of approximately 20%. That position was held for twenty-one years. Bank Hapoalim is Israel's largest bank. Banking concentration in Israel is high; the controlling shareholder of Hapoalim is by definition a major figure in the Israeli financial system.

In 1996 she acquired her controlling stake in Shikun & Binui, the publicly traded housing, construction, and infrastructure conglomerate. Under Arison's ownership Shikun & Binui expanded into Africa, Latin America, and Eastern Europe across major infrastructure contracts. The company was at various points one of Israel's largest employers.

The exit cycle began in August 2018, when she sold her controlling stake in Shikun & Binui to Naty Saidoff's group for approximately $307 million. She was questioned by Israeli anti-corruption investigators in the same period in connection with allegations of bribery by Shikun & Binui executives in African contracts — she was not charged. Salt of the Earth, another Arison holding, was sold to Fortissimo Capital. By November 2018 she had received Bank of Israel approval to sell off her Bank Hapoalim stake. The bank ended its 21-year period under Arison family control and became fully publicly held.

By 2020 she had divested most of her major Israeli holdings. The proceeds went into the Ted Arison Family Foundation, into private real estate, and into Arison Investments' ongoing portfolio across real estate, shipping, technology, and other sectors. The family wealth originated with Ted Arison, who co-founded Carnival Cruise Lines in 1972 and built it into the world's largest cruise company; he died in 1999.

Arison in the Israeli Economy

Three points, in order of structural weight.

First, banking. She was for two decades the single largest individual shareholder of Israel's largest bank — meaning she was, by definition, one of the most consequential private actors in the Israeli financial system.

Second, infrastructure. She was the largest individual owner of the country's largest infrastructure and construction company. Israeli infrastructure — roads, energy, water, housing — was for years a Shikun & Binui project at meaningful scale.
