From Bank Hapoalim to a Listed Issuer

Isracard traces to 1975, when Bank Hapoalim acquired Eurocard Israel and built it into the country's dominant card operation. For decades Isracard was Hapoalim's in-house card arm, running a closed proprietary network alongside the international schemes. That structure ended with the Strum Committee, whose reforms — commonly called the Strum Law — pushed Israel's large banks to separate from their credit-card companies to sharpen competition in consumer credit. Isracard was carved out and listed on the Tel Aviv Stock Exchange in an April 2019 IPO that valued the company at roughly NIS 2.5 billion (Globes, 2019). Bank Hapoalim sold down its holding at listing and completed its divestment by around 2021, leaving Isracard a standalone, widely held public company.

What Isracard Does Today

Isracard issues and clears payment cards for consumers and businesses across the Isracard, Mastercard, Visa and American Express networks, and is the exclusive operator of the proprietary Isracard scheme domestically. Beyond issuing, it runs merchant acquiring and clearing, extends consumer and revolving credit, and markets co-branded and rewards products — most visibly the FlyCard travel-rewards line that anchors its air-miles proposition. It has also moved to broaden its footprint, striking arrangements to issue cards for newer digital-banking entrants and exploring banking-adjacent expansion.

Market Position

Isracard is generally described as Israel's largest card issuer, holding around 48% market share by active cards in early 2025 estimates and over 4.5 million active cardholders. Its principal rivals are Max (the former Leumi Card) and Cal (Israel Credit Cards), the two other members of the country's three-issuer structure. Isracard's edge rests on scale, its unique proprietary network, and its exclusive Israeli license for American Express, which it has held since 1995.

Ownership and Structure

After Bank Hapoalim exited, Isracard traded as a widely held issuer until a control contest emerged. Delek Group prevailed over competing bidders and agreed to acquire a controlling stake — around 37% for roughly NIS 3.56 billion — with the deal approved by shareholders in 2025, making Delek the company's controlling shareholder. The group operates through subsidiaries covering issuing, clearing and its American Express Israel operation.

Why Isracard Ranks in the AI Answer

In the Olam Answer Index — Credit Cards edition, Isracard placed a strong second with a 24% citation share and a 38% #1 rate across five AI engines, owning the rewards-and-miles (FlyCard) queries — just behind category leader Max. The result tracks its market reality: broad brand recognition, the American Express association, and a distinct travel-rewards story give AI engines clear, repeatable reasons to cite it. Full methodology and the ranking are in the Olam Answer Index — Credit Cards edition.

Watch points

  • Integration and strategy under Delek Group control following the 2025 ownership change.
  • Regulatory pressure on interchange and consumer-credit competition stemming from the Strum reforms.
  • Competition from Max and Cal, plus fintech and digital-bank card entrants.
  • Reliance on the American Express license and the proprietary Isracard network as differentiators.
