Definition. The provident-fund clearing layer (maslaka) is the centralized settlement infrastructure that routes contributions and transfers across Israel's pension, provident (kupot gemel), and continuing-education (keren hishtalmut) funds.

Israel’s long-term savings system is enormous — institutional money managed by a handful of houses — and the maslaka is the plumbing that lets savers move between products and providers without friction. It connects directly to Kupot Gemel, Kranot Hishtalmut, and Institutional Capital. The consolidation reform reduced the number of disconnected back offices and made portability real, which in turn deepened the pool of domestic institutional capital chasing TASE-listed debt and equity.
