Overseas Allocation

The Overseas Allocation describes the structured portion of US Jewish federation annual-campaign proceeds allocated to international Jewish institutional partners outside the United States. The mechanism operates as the principal structural pathway for US Jewish federation funding into Israeli and international Jewish institutional activity.

The overseas allocation typically directs to several principal partner institutions:

— The Jewish Agency for Israel (the principal partner on aliyah, Israeli-side absorption programming, and the broader Israel-diaspora institutional architecture) — American Jewish Joint Distribution Committee (JDC — operating across international Jewish institutional support, social services in Israel, and emergency response globally) — World ORT (vocational and technological education across multiple geographies) — Adjacent international Jewish institutional partners

Per JFNA disclosures, the overseas allocation has historically run in the range of $200-400 million annually across the federation system, with year-on-year variation reflecting both campaign volume and allocation-mix decisions.

The overseas allocation structure operates alongside specific restricted-purpose campaigns. Major emergency campaigns (the post-October 7 emergency campaign in 2023-2024 is a major recent example) operate as structured supplementary fundraising for specific international purposes, distinct from the routine overseas-allocation channel.

The overseas allocation has shifted structurally over recent decades, with the percentage allocation to overseas activity declining relative to local-allocation activity as US local Jewish institutional needs have expanded.
