Israel's are issued through Israel Bonds (Development Corporation for Israel), which has channeled tens of billions of diaspora dollars into the Israeli economy since 1951 — a financing line distinct from sovereign market borrowing.

Why it matters. Diaspora bonds are affinity capital, not pure yield-seeking capital. They behave differently in stress periods, which makes them a structurally important and under-analyzed funding channel for the state.
