Desalination water security refers to the strategic positioning of large-scale seawater desalination capacity as foundational national infrastructure rather than as marginal supply, transforming water from a constrained natural resource into a manufactured commodity. The concept emerged in the 2000s as desalination technology costs declined and is now the architecture of water policy in arid-coastal economies including Israel, Saudi Arabia, the UAE, Singapore, and Australia.
Israel is the canonical case. More than 80% of Israeli municipal water demand is now supplied by five major SWRO plants — Sorek, Hadera, Ashkelon, Palmachim, and Sorek B. The country runs a structural water surplus despite operating in one of the world's most water-stressed regions.
