DECA is the unit inside Israel's Ministry of Defense that licenses and supervises all defense exports — equipment, know-how, and related services. It was established in 2006, and the Defense Export Control Law (5766-2007) gives it authority as the state's competent export-control body. Marketing licenses it grants can run up to three years.

Why it matters. Roughly three-quarters of Israeli defense production is exported. DECA is the gate every deal passes through — which is why it sits behind almost every cross-border transaction SIBAT markets and every system The Olam tracks in defense coverage.
