Tel Aviv Metro
Three-line underground metro program (M1, M2, M3) for Tel Aviv. Approved by the Israeli Cabinet in 2022. Administered by NTA. Construction staged across the 2030s-2040s.
The metro program complements the surface light rail network — Red Line operational from August 2023, Purple and Green Lines under construction — by providing higher-capacity underground transit through the central Tel Aviv metropolitan corridor. Construction is staged across the 2030s and into the 2040s, with sequential line construction reflecting the substantial engineering, construction, and capital requirements of underground metro architecture. Aggregate program capital costs run in the multi-billion-shekel range.
The procurement architecture combines Israeli construction operators (Shapir, Solel Boneh, Electra, Danya Cebus, Ashtrom, and the broader Israeli construction tier) with international tunneling and metro-construction operators through joint-venture structures. Rolling-stock procurement is expected to follow the broader international rolling-stock-manufacturer competitive architecture. The program contributes materially to Israeli construction-sector activity, engineering-services demand, and the broader macroeconomic activity covered across The Olam's Infrastructure and Real Economy clusters.
