Offset obligation

A contractual requirement, common in defense procurement, that a foreign supplier reinvest a defined share of contract value into the buyer country — through local production, technology transfer, joint ventures, or industrial purchasing.

In Israeli defense exports, offset obligations are most consequential in the Indian market, where the Defence Offsets Management Wing requires 30% offsets on most large foreign acquisitions. Offsets are why Israeli primes operate joint-venture production facilities in India (Kalyani Rafael, Tata Advanced Systems–IAI). The offset architecture, not the platform contract itself, often shapes where the long-term industrial value flows.
