The Israeli government ministry responsible for administering Aliyah policy and immigrant absorption. MOIA processes and recognizes Aliyah status for new immigrants (olim), which in turn governs eligibility for the Sal Klita (absorption basket), tax benefits under the 5-year and 10-year foreign-source income exemptions, Mas Rechisha (purchase tax) preferential tiers on real estate, and other integration benefits.
MOIA works alongside operational partners including the Jewish Agency for Israel (Sokhnut) and Nefesh B'Nefesh, which handle much of the on-the-ground recruitment and processing for North American, UK, and other diaspora olim, while MOIA itself administers the government benefit and recognition architecture once an oleh arrives. The ministry's role has taken on outsized importance during the 2026 aliyah tax-reform window (November 5, 2025–December 31, 2026), as MOIA recognition status is a gating requirement for the reform's five-year capped income-tax exemption.
