MAFAT (Directorate of Defense R&D)

Funds, prioritizes, and coordinates defense R&D across the Israeli defense industrial base, including programs at Rafael, IAI, Elbit, and Israeli universities. MAFAT (Minhal LePituach Emtza'ei Lechima u-Tashtit Technologit — "Directorate of Defense Research and Development") is the Israeli Ministry of Defense agency responsible for funding, prioritizing, and coordinating defense-related research and development across Israel's defense industrial base, academic institutions, and dedicated research bodies. MAFAT reports to the Ministry of Defense and works in close coordination with the IDF's technological branches.

Why it matters. MAFAT is the institutional center of Israeli defense R&D priority-setting. Funding routes through MAFAT to the three Israeli defense primes (Rafael, IAI, Elbit), to university research groups, and to government-affiliated institutes. The directorate has been the lead Israeli institution behind major capability programs including the Iron Dome, Arrow, and David's Sling air-defense systems. MAFAT activity is the upstream institutional layer behind much of Israel's downstream defense-export pipeline.
